New VAT rules: an even stronger argument for car rental
From 2026, major changes to VAT on passenger cars will come into force, which will significantly disadvantage the classic ownership of company cars also used for private purposes.
For M1 passenger cars and L1e and L3e motorcycles that are also used for purposes other than business, a flat-rate VAT deduction of only 50% will be introduced, regardless of the actual ratio of business to private use. Even a detailed logbook is not sufficient - if even part of the use is private, the company will claim a maximum of 50% VAT on purchases, leasing, repairs, fuel or other related services.
Conversely, the VAT deduction limitation does not apply to vehicles that are resold, leased or rented out on a short-term basis - i.e. cars owned by professional car rental companies such as AVIS. In practice, this means that vehicles in AVIS's fleet are eligible for 100% input VAT deduction, whereas an ordinary company with its own car, also used privately, will have its deduction limited to only 50%.
For VAT-paying customers who rent vehicles from AVIS, this brings several key benefits:
- the cost of renting a vehicle is fully transparent and simple from an accounting point of view,
- 100% VAT can be claimed on the invoiced rental when the vehicle is used exclusively for business purposes,
- the company does not tie up capital in an expensive asset which is also subject to new VAT deduction restrictions,
- the risk of the private and business use of the vehicle being challenged in a tax audit is minimised.
The result is clear:
- owning a company car that is also used privately will be significantly less tax and cash-flow advantageous after the change in the law,
- renting a car from a professional car rental company that can claim 100% VAT on inputs becomes an even more attractive alternative.
Thanks to these changes, we also expect more and more companies to switch from the car ownership model to the mobility-for-hire service model. AVIS franchise partners thus naturally benefit from the long-term trend and legislative changes that are shifting the market in favour of vehicle rental and operational use.
